Most circle keeping in this country is unpaid or underpaid: held after work, between shifts, on top of everything else. Keeper stipends are direct payments to circle keepers doing otherwise un- or underfunded work. They will be modest, transparent, tied to real circles being held, and counted in the ledger as their own line.
